God is not waiting on you—or “them”—to act before He acts.
He is exposing our false belief that He is waiting for us to do the right thing before He can act on our behalf.
Note: “Them” refers to the people we believe must make better choices before they can experience God’s favor—for example, people of other religions, atheists, criminals, and others like them.
